At the North River Center, we found that youth came to the club regularly, even though the quality of the center culture, as well as much programming and some relationships, appeared poor. These anomalous indings were surprising, and we subsequently devoted some effort to understand how they could be reconciled. 36 These nominations were later used to direct our individual interviews with youth and staff to gather more in-depth information about these particular ties.

Clubs are led by volunteers rather than paid staff; there needs to be at least one adult leader, and the number varies from club to club. Parents are encouraged to participate, and many club meetings consist of 25–33 percent adults. Every county (within a state) has a leaders’ council that is the governing board for the clubs in that county. The leaders’ council includes both adults and youth and typically meets once per month.
